THE YACHT, THE ISLAND, AND THE BOMBED-OUT BUILDING

A 2021 Introduction Aboard a Friend's Boat Became Three Sovereign-Land Developments in Two Countries — One Now Under Criminal Investigation for a Forged Document

Ivanka Trump told a podcast audience they discovered Sazan Island by accident, swimming off a friend's boat. The friend was financier Nat Rothschild. The boat trip was the introduction. The accident was the cover story.

I. The Introduction

In 2021, Jared KushnerOrbit → and Ivanka Trump were sailing off the Albanian coast on a yacht belonging to financier Nat Rothschild when the boat stopped near Sazan Island, a decommissioned military base six miles offshore. By Kushner's own later account, that is how he learned of the island — introduced to it, and shortly after to Albanian Prime Minister Edi Rama, through Rothschild's connections. Rama came aboard. The two men discussed Rama's vision for Albanian tourism.

Three years later, that yacht conversation had become a development the Albanian government values at up to $4.7 billion: a luxury resort on Sazan Island itself, and a second, larger build across the protected Vjosë-Narta wetlands at Zvërnec, on the Albanian mainland — one of the last stretches of undeveloped Adriatic coastline in Europe, and the country's only flamingo breeding habitat.

When Ivanka Trump described the discovery on a podcast this spring — "We were on a friend's boat, and we stopped for a swim … effectively, that's how we found it" — she did not mention Rothschild, Rama, or the three intervening years of government approvals. The omission is not incidental. It is the entire shape of the story: a private introduction, recast as a beach holiday.

II. The Vehicle

The Albanian government's formal counterparty is a company called Atlantic Incubation Partners LLC, described in Albanian state filings as linked to Kushner's Affinity Partners. On December 30, 2024 — three weeks before Trump's second inauguration — Albania's Strategic Investments Committee, chaired by Rama himself, granted Atlantic Incubation Partners "Strategic Investor with Special Procedure" status for the Sazan project.

That designation is not a permit. It is an override. It commits Albanian ministries — Infrastructure, Defense, Environment, Economy — to assist in securing public land and clearing documentation. It exempts the company from standard tax treatment. And under the law, the state itself becomes a partner in the project through a joint legal entity involving the Albanian Investment Corporation — meaning the Albanian government is not merely permitting Kushner's development; it is structurally inside it.

A second entity, Sazan Real Estate Development, has been named in press statements as managing the project "with the participation of various investors acting in an individual capacity." When AFP sought its legal registration, it could not find one. CNN was redirected to the same name and told the same thing. Reporting has since identified a co-owner of the Zvërnec portion of the project: Power International Holding, a Qatari state-linked investment firm. Qatar's capital is not incidental to Kushner's orbit — the Qatari sovereign wealth relationship with Affinity Partners predates this project, beginning when Qatar helped refinance Kushner's distressed 666 Fifth Avenue tower in 2018.

III. The Law Changed First

The Vjosë-Narta landscape was not always open to this kind of development. In February 2024 — before Kushner's plans were public — the Albanian parliament quietly amended the national Law on Protected Areas, rewriting the legal framework that had shielded the wetlands from large-scale commercial construction. Kushner's project was announced only after that amendment passed.

The same template had already been used once. Vlora International Airport, under construction a few kilometers from the Narta lagoon, was built after the Albanian government simply removed the airport site from the protected zone — carving a corridor through the middle of a conservation area to do it. Conservation groups EuroNatur and PPNEA have stated the airport was built explicitly to serve the luxury tourism developments now arriving at Sazan and Zvërnec. The runway, certified for its first flight in May 2025, sits beside wetlands that PPNEA has documented losing nesting sea turtles and flamingo habitat to bulldozer activity beginning in late April 2026 — before any permit for the resort construction itself had been finalized.

On May 30, 2026, private security guards working for Albanian businessman Shefqet Kastrati — reported to be working closely with Kushner's side of the project — were filmed beating activists protesting outside the fenced construction site. The footage is what turned local opposition into what Albanians are now calling the Flamingo Revolution: the largest protests in the country since the fall of its Communist government in 1991.

The law changed in February. The status was granted in December. The bulldozers arrived in April. The beating happened in May. Only the company's account of how this all began — a swim, an accident — stayed the same.

IV. Belgrade

Eight hundred miles north, the same firm is running an almost identical playbook — on the site of a 1999 NATO bombing.

In March 2024, Affinity Partners confirmed plans to redevelop the bombed ruins of the former Yugoslav Ministry of Defense headquarters in central Belgrade, known as Generalstab, into a $500 million luxury hotel, apartment, and museum complex. Serbian President Aleksandar Vučić, who has hosted Kushner multiple times, backed the plan personally. In November 2024, the Serbian government stripped Generalstab of the protected cultural-heritage status that had shielded the bombed structure for twenty-five years — over the objections of architects who consider it the last surviving example of Yugoslav modernist Nikola Dobrović's work, and of Serbians who regard the ruin as a war memorial.

In May 2025, the story took a sharper turn. Serbian prosecutors announced the arrest of Goran Vasic, acting director of the Republic Institute for the Protection of Cultural Monuments, on charges that he had forged the expert opinion used to justify stripping the building's protected status. Vučić publicly disputed the forgery finding the same week, telling Bloomberg there had been no forgery at all and that the project would proceed regardless. As of the most recent reporting, the project's legal status remains contested — Affinity's local arm, Affinity Global Development, says it learned of the arrest from the press.

On June 27, 2025 — the same Smoking Gun Day already documented in this investigation's core datasetDashboard → — Serbia's parliament passed a special law clearing the way for the project by a vote of 130 to 40, over street protests and the unresolved forgery question. The lease itself: ninety-nine years, free of charge. (A previously-claimed Musk Tesla purchase on this date has been retracted — no supporting Form 4 exists.)

Correction, added July 26, 2026: The forgery case did not stay unresolved. Serbia's culture minister, Nikola Selaković, and three others were indicted on the underlying forgery charges, and the Generalstab redevelopment itself was canceled between January and March 2026 — not "proceeding," as this dispatch previously stated based on the most recent reporting available at the time of publication. The yacht-to-Belgrade sequence and the Sazan/Zvërnec pattern in Albania are unaffected by this correction; only the Generalstab site's current status changes.

V. One Firm, Three Sovereign Sites

All three sites are publicly attributed to Affinity Partners or its named affiliates. The comparison, laid side by side:

VI. What This Adds to the Architecture

The pattern visible in Albania and Serbia is not a departure from that role — it is the same mechanism, run in miniature, in countries with far less leverage to resist it than Iran will have.

In each case the shape is identical: a head-of-state relationship, cultivated personally and informally, precedes any public announcement. A domestic legal change — a statute amendment, a heritage-status reversal — clears the obstacle before the public learns a project is coming. A named entity, often difficult to verify in any corporate registry, becomes the formal counterparty. And state institutions do not merely permit the development; they become structurally bound to it, as partner, guarantor, or lessor.

Cuba is the open question this pattern raises most directly. The Treasury's GAESA sanctionsTimeline → have already forced Meliá, Hapag-Lloyd, and CMA CGM out of the island's commercial economy, and Cuba's own deputy prime minister has publicly invited large-scale U.S. and diaspora infrastructure investment. The 90-day commercial window opened by the administration's Cuba aid offer closes August 14. No Kushner- or Witkoff-affiliated entity has yet been identified in any Cuba filing. Given the Albania and Serbia record, the absence of a name is not evidence of absence of interest — it is, on this firm's pattern, usually the position before the position is visible.

VII. What Has Not Been Shown

No document connects Atlantic Incubation Partners, Sazan Real Estate Development, or Affinity Global Development to any Cuba-, Greenland-, or U.S.-facing entity. No evidence shows Kushner personally directed the February 2024 Albanian law change or the November 2024 Serbian heritage reversal; both are documented as actions of the host governments, taken before or alongside the relevant Kushner announcements. The Belgrade forgery allegation moved from arrest to indictment — Serbia's culture minister, Nikola Selaković, and three others were charged, and the Generalstab project was canceled in early 2026 as a result. An indictment is a charge, not a conviction; whether the underlying forgery allegation is ultimately proven in court is not yet established, and neither is any advance knowledge by Kushner or Affinity of the forgery itself.

What is documented, without need for inference, is sequence and structure: a private yacht introduction in 2021; a law change in February 2024; a heritage-status reversal in November 2024; a strategic-investor designation in December 2024; bulldozers in unpermitted protected wetlands in April 2026; a beating of protesters in May 2026; and, in Belgrade, an arrest and indictment over an alleged forged document that ultimately sank the same firm's third site. Three governments, two countries, one private fund, run by a man who simultaneously holds a formal U.S. envoy title and sat at the table when his country's negotiators wrote a $300 billion reconstruction fund into a peace agreement with Iran.

Nobody has connected the yacht to the bulldozers to the forged document to the peace deal in one place yet. The connection does not require speculation. It requires only reading the public record from all three countries side by side.
