This dashboard already documented the policy architecture behind this story in "The Speaker List and the Threat" (Day 109): Markwayne Mullin's appearance on a BlackRock/GIP infrastructure summit speaker list eleven days before his DHS nomination, and his subsequent public escalation toward pulling CBP officers from sanctuary-city airports — first raised on Fox News April 6, 2026, then confirmed to airline executives and the U.S. Travel Association as a plan DHS was "currently drawing up" by late May. That piece covered the policy. It did not cover the trades. This one does.

Six of the eight names already on this dashboard's airport-play watchlist are Delta executives or BlackRock/GIP principals. Until now, United Airlines — the single carrier most exposed to the policy, with hub presence at five of the named sanctuary airports (Newark, Denver, O'Hare, San Francisco, Los Angeles) versus Delta's three (JFK, LaGuardia, Boston) — had no name in the dataset at all. That gap closes here: Kate Gebo, United's EVP of Human Resources and Labor Relations, sold $4.2 million in UAL stock on May 26, 2026 — the same week Delta's Alain Bellemare and Allison Ausband were selling, and one day before Bellemare's own $2.04 million sale.

What This Does Not Yet Establish

Limits of the Public Record

No document places any of these three executives in a private conversation with Mullin, DHS, or each other about the sanctuary-airport plan. All three are senior enough to plausibly be briefed as part of ordinary executive-leadership risk management on a policy that would materially affect their airlines — but "plausibly briefed" is not "confirmed briefed." None of these sales has been shown to fall outside a pre-scheduled SEC Rule 10b5-1 trading plan, which permits sales on designated dates regardless of material non-public information; 10b5-1 plan adoption dates for Gebo, Bellemare, and Ausband are not in the public record checked for this dispatch.

Delta's own hub structure (Atlanta) is frequently cited as structurally insulated from this specific policy — cooperative-jurisdiction airports don't lose CBP processing. That two Delta executives sold in the same window as United's Gebo, despite Delta's comparatively lower exposure, is worth noting rather than explaining away: it may mean the signal reaches beyond the most-exposed carrier, or it may mean these are unrelated, routine sales that happen to cluster in calendar time. Both readings are currently consistent with the record.

American Airlines (Dallas/Fort Worth and Miami hubs, also structurally insulated) shows no comparable executive selling activity in this window — the closest Form 4 activity is a routine June 10 director stock award and June 24–25 sales roughly four weeks after the cluster documented here.

Open Threads

This dispatch does not resolve who gains. Non-sanctuary secondary hubs (Atlanta, Dallas/Fort Worth, Miami, Charlotte) would likely absorb diverted international traffic if the policy is ever implemented, but no specific beneficiary company — comparable to how Detention Inc. names GEO Group — has surfaced in current reporting. Whether any newly formed or existing federal contractor is positioned around "alternative CBP processing" infrastructure, whether Mullin or DHS has any documented financial relationship with airport authorities in the non-targeted cities, and whether municipal bond markets for Port Authority (JFK/LaGuardia) versus Hartsfield-Jackson or DFW show any credit-rating reaction to this threat all remain open. Preliminary — Worth Watching, Not Yet a Finding

The bond-market question above has an answer, and it's a null result: neither Port Authority (JFK/LaGuardia, Aa3/AA-, stable) nor Hartsfield-Jackson Atlanta (Aa3/AA, stable, upgraded in December 2024 on unrelated traffic fundamentals) nor DFW (Moody's outlook actually moved positive→stable, but the stated reason is a $4B Terminal F debt load, not this policy) shows any credit-rating reaction tied to the sanctuary-airport threat. No rating agency has weighed in on it either direction.

Two structurally-adjacent privatization threads surfaced instead — neither of them the direct "who gains" answer this dispatch is looking for, but both worth logging. First: TSA's new Gold+ public-private security partnership was confirmed by a TSA official on May 27, 2026 — the same week as the trade cluster above — with four launch airports still unnamed as of that date. If any of the four eventually named turn out to be non-sanctuary cities, that would be the concrete signal this thread has been missing. Second: TSA's screening contract for SFO — one of the eleven named sanctuary airports — changed hands in December 2024 to VMD Systems Integrators, a company owned by Xcelerate Solutions and backed by the private equity firm McNally Capital; a GAO protest from the displaced incumbent was denied February 11, 2026.

Xcelerate's CEO, Mark Drever, has a documented 20-year Republican donor record via direct FEC query: $69,818.77 across 53 contributions since 2004, including March 17, 2026 ($2,066.12, Cameron for Senate/WinRed), January 28, 2026 ($520.51 each, Rob Wittman for Congress/Wittman Victory/WinRed), and October 1, 2025 ($2,500, Paul Dans for Senate). No donation to Mullin, DHS-adjacent committees, or anyone specifically tied to this policy was found. That is a donor profile establishing political alignment and access — not a contract-for-donation link. Separately, the owners of Maximus Global Services (a small private aviation-services firm holding CBP reimbursable-services contracts at Atlanta, Miami, Dulles, and Orlando — three of them non-sanctuary cities) show no FEC record at all, checked directly by name.

None of this rises to a beneficiary finding. It is a donor's name behind a contractor at one sanctuary airport, and a dead end at another contractor entirely. Logged here so it isn't re-discovered from scratch — the concrete test remains which four airports TSA names for Gold+.

One senator's private confirmation to airline executives. Three executives at two airlines selling in the same six-day window, one of them at the carrier most exposed to the policy and never before named in this investigation. No 10b5-1 plan has been ruled out. No beneficiary company has been named. That is not a finding — it is a dataset that just got one airline bigger.
