The Lobbying Firm Got There First

Six months after U.S. forces removed Nicolás Maduro in a January 3 raid, and five weeks after twin earthquakes killed more than five thousand Venezuelans, the first American institution to formally plant a flag in Caracas wasn't a relief agency. It was a lobbying firm.

Ballard Partners announced Wednesday it's opening a Caracas office, led by partner Scott Wagner. The firm's own framing, in Wagner's words: Venezuela "stands at the threshold of one of the most significant economic openings in the hemisphere in a generation." Who's Already in the Door

Wagner's existing client list explains the timing. One client is Vale Maritimo, a Venezuelan shipping company. Another is Maha Capital — renamed KEO Capital this past June — which hired Ballard in January specifically to lobby on "approvals for Venezuelan oil field acquisitions and operations," according to federal lobbying disclosures. On the same day Ballard announced the Caracas office, KEO Capital announced it had increased its indirect equity stake in Venezuelan oil company PetroUrdaneta from 24 percent to 40 percent. A firm that hired Ballard in January to lobby on Venezuelan oil field approvals just grew its position in a Venezuelan oil company from a blocking-minority stake to a controlling one, the same week Ballard formalized its Caracas presence. The Firm's Own Numbers

This isn't Ballard picking a promising emerging market at random. It's the fastest-growing lobbying operation in Washington attaching itself to the newest one. Ballard's federal lobbying revenue grew 300 percent last year to $88.3 million — a single-year record for any individual lobbying firm, breaking the previous record of $67.8 million, according to OpenSecrets. Founder Brian Ballard was a top Florida fundraiser for Trump going back to 2016; the firm opened its Washington office the year Trump first won. Its roster of alumni includes Pam Bondi, who worked at Ballard before Trump named her attorney general. The firm already operates in Israel, Saudi Arabia, and Turkey — Caracas extends a pattern of setting up in exactly the places where U.S. foreign policy and lobbying access intersect most directly.

What This Sits on Top Of

This dashboard has already documented that Venezuelan oil revenue since January has moved through a foreign-jurisdiction account structure under Executive Order 14373, described by the U.S. government as held "solely in a custodial and governmental capacity" — an estimated $13 billion in 2026 revenue per Financial Times reporting, with no full public reconciliation of disbursements, and U.S. officials telling the FT directly that control of those accounts is being used, in part, as leverage over Delcy Rodríguez's government.
