The Contract
The Old Goat searched USAspending.gov for federal awards since Jan. 20, 2025 that pair artificial intelligence with media, messaging or narrative work, then pulled the awards to the vendors already on this site's watchlist. One vendor stood out. DOCUMENTED: Campaign Nucleus, LLC, the company Brad Parscale founded and that describes itself as an AI-based digital platform, holds three awards from the Executive Office of the President's Office of Administration.
- 11316026A0003EOP. A blanket purchase agreement for a "Campaign Nucleus software as a service (SaaS) platform." Ceiling $1,000,000. Period July 1, 2026 to June 30, 2031. Obligated so far: $0.
- 11316026F0015WHO. A call against that agreement for "event planning software." $66,000. July 1, 2026 to June 30, 2031. Not competed; awarded under the simplified acquisition threshold.
- 11316026F0008OVP. A call for a "subscription." $33,000. July 22, 2026 to July 21, 2027. Also not competed under the simplified acquisition threshold.
The Old Goat's INFERENCE is that the suffixes WHO and OVP stand for the White House Office and the Office of the Vice President. The USAspending record lists the awarding office only as the Office of Administration. The obligated money is $99,000, which is small. A five-year agreement with a $1 million ceiling is not, and neither is the vendor's identity.
The same company has received $3,156,086 from Trump-aligned committees, the RNC and others since 2022, as the Old Goat laid out in A Promise With a Date On It, and the FEC purpose lines call it software, hosting, list rental and voter data. The government now buys the same platform. The Old Goat's previous statement that no source showed the administration using AI persuasion tools still holds. This is the first documented contract between the Executive Office and the AI-branded vendor in the story, and it did not exist in the record when that line was written.
The Event Data
REPORTED, and an allegation. Reps. Jared Huffman and Joe Morelle, House Democrats, have asked the Government Accountability Office to investigate whether data collected from the Freedom 250 anniversary events was used for political purposes. Per Newsweek, tens of thousands of people registered online for free tickets to events such as the Great American State Fair, giving phone numbers, email addresses and ZIP codes, and Campaign Nucleus supplied the registration forms. Democrats say the company routes registrations and scores visitors with artificial intelligence to find "persuadable voters." GAO confirmed to Newsweek that it received the request and said it has a process for deciding whether to do the work. Republicans, including Rep. James Comer, dismissed the broader Freedom 250 report as politically motivated. The Old Goat found no response from Campaign Nucleus or Parscale in the coverage.
The Foreign Contract
REPORTED. TIME (Eric Cortellessa, July 14, 2026) and The Intercept (May 28, 2026) report, from Foreign Agents Registration Act filings, that the ad agency Havas hired Parscale's firm Clock Tower X in September 2025 to run a digital campaign for the State of Israel, at about $1.5 million a month, with 100 pieces of original content monthly, 80 percent aimed at Gen Z, and at least 50 million impressions a month. TIME says the contract also aimed to shape how ChatGPT, Claude and Gemini characterize Israel and the war, and that sites such as PaxPoint.org and FactSignal.org were built "less for human readers than for AI systems synthesizing information." Three sources told TIME about a network of interconnected firms Parscale oversees, including Campaign Nucleus and Influenceable, in which influencers get suggested language in private group chats and are paid by impressions and engagement. The Intercept reports that more than $13 million moved to Republican digital firms and allies, including about $6 million to SparkFire Technologies, an AI chatbot company.
The counter-evidence belongs here and cuts hard. Parscale says that "the claim that I am coordinating an effort to prolong the war is completely false," that none of the FARA-registered contract money paid influencers, and that his contract does not influence independent influencers or Salem hosts. A White House spokesperson declined comment and said they were unaware of the campaign. TIME reports some White House officials were frustrated that it collided with Trump's political interests, and that Parscale has not spoken to Trump in more than five years. Whatever else this is, the reporting describes a foreign-funded, FARA-registered operation, and it does not describe the White House directing it.
The Rest of the Federal Ledger
DOCUMENTED. The search turned up ordinary and some not-so-ordinary federal purchases. Many began under the previous administration, and a procurement record shows what was bought, not how it was used.
- LMD Agency, Inc. The vendor behind the Customs and Border Protection "National Media Campaign," $20,000,000, signed Sept. 20, 2026, the subject of The Silent Ad. The USAspending record shows that order was placed under a single-award Coast Guard blanket purchase agreement for Coast Guard Recruiting Center advertising (70Z02323ACGRC0001; ceiling $57,971,387; Feb. 27, 2023 to April 1, 2028), the same agreement that carried "marketing and artificial intelligence services" orders of $3,098,817 (2023) and $4,060,486 (2024). The agency is DHS in both cases.
- Peakmetrics. Air Force contract for an "artificial intelligence/machine learning narrative identification platform," $1,848,853 (2024 to 2026), plus CENTCOM crisis-communications orders and Navy "narrative intelligence dashboard" orders.
- EdgeTheory. U.S. Cyber Command awards totaling $2,991,783, including an order for "AI narrative brief collections," $24,000, July 2026.
- Synthesia (AI video avatars). Licenses at the Army ($42,500, Jan. 2026), the Federal Aviation Administration and the Smithsonian.
- USCIS bought an "AI gateway" for interaction with chatbots, content-creation tools and video creation, $1,500,596 (Swish Data Corporation, Sept. 21, 2026).
- Dataminr. A $298.8 million Defense Department enterprise license for publicly available information alerts (2021 to 2026), and $7.06 million State Department orders in 2022 and 2023.
Zero is a claim, so the Old Goat is specific: recipient-name searches returned no awards for Graphika, Blackbird.AI, Brandwatch, Penlink, Voyager Labs or Fivecast. They could hold federal work through subsidiaries, resellers or GSA schedule vehicles that this search would not surface.
What the Old Goat Thinks It Means
This part is opinion, labeled as opinion. The Old Goat has argued since the first Day 222 dispatch that the tools of Cambridge Analytica now have an AI version and that the burden of proof sits where the money is. The money has now led somewhere specific. One vendor, with a self-described AI platform, appears as a paid vendor to Trump committees, as the registration contractor for a taxpayer-funded anniversary program that Democrats accuse of harvesting voter data, as the subject of a GAO request, as a node in a reported foreign-funded influence network that explicitly targeted AI chatbots, and now as a contractor to the Executive Office of the President. Each link has an innocent explanation and several are only allegations. The Old Goat's INFERENCE is that no single link is the story. The story is that the same small set of people and tools shows up at every layer, and that the public has seen only the layers that left paper.
One more line, since it needs to be said plainly: the 2025 Nature experiments cited in the earlier dispatch found that AI conversations persuade voters. The reporting also describes a campaign that tries to reach the AI systems themselves, so the models that millions of people now ask for information are part of the field. The Old Goat has no evidence that any of the named companies manipulated an AI system. TIME reports that was an aim of the contract.

- What data does the Executive Office's use of the platform collect, who owns it, and does it touch the Freedom 250 registrations?
- Will GAO take the Huffman-Morelle request, and will Campaign Nucleus disclose how it scores event registrants?
- Did the FARA filings for Clock Tower X disclose the AI-targeting component, and has the Justice Department asked about it?
The ledger leaves paper wherever the money touches a government. The Old Goat is reading every page.
